Preheat oven to 350°F/180°C.
Cover bottom of a lightly buttered 9-in (23-cm) round and 3.5-in. (9-cm) high Pyrex dish with apple slices. Set aside.
In a saucepan, bring brown sugar, water, half of butter and vanilla extract to a boil and remove from heat.
Pour syrup over apples. Set aside.
In a bowl, cream remaining butter, egg and sugar until light and fluffy.
Add sifted flour and baking powder to creamed mixture, alternating with milk. Spoon batter over syrup and apples.
Bake 30 min.
