Heat oven to 375°F (190°C).Melt 1 Tbsp. (15 mL) margarine in large ovenproof skillet on medium heat.Add onions; cook and stir 5 min. or until softened.Whisk in flour; cook and stir 1 min.Gradually whisk in milk until blended; cook 3 to 4 min. or until thickened, whisking constantly.Add shredded cheese; cook 1 min. or until melted, stirring constantly.Add cauliflower to skillet; stir until evenly coated with cheese sauce. Cover.Bake 45 to 50 min. or until cauliflower is tender.Heat oven to broil.Melt remaining margarine; mix with Parmesan and bread crumbs.Sprinkle over cauliflower mixture.Broil, 6 inches from heat, 2 to 3 min. or until golden brown.
