Heat oven to 375°F (190°C). Melt 1 Tbsp. (15 mL) margarine in large ovenproof skillet on medium heat. Add onions; cook and stir 5 min. or until softened. Whisk in flour; cook and stir 1 min. Gradually whisk in milk until blended; cook 3 to 4 min. or until thickened, whisking constantly. Add shredded cheese; cook 1 min. or until melted, stirring constantly. Add cauliflower to skillet; stir until evenly coated with cheese sauce. Cover. Bake 45 to 50 min. or until cauliflower is tender. Heat oven to broil. Melt remaining margarine; mix with Parmesan and bread crumbs. Sprinkle over cauliflower mixture. Broil, 6 inches from heat, 2 to 3 min. or until golden brown.
