Heat oil in a Dutch oven on medium-high heat. Brown beef 3 minutes per side .Add wine and cook 2 minutes. Cover and cook 30 minutes on low heat.Add cabbage, potatoes, turnips, carrots and green peppercorns.Continue cooking for 1 hour.Season to taste.

Preparation
