Heat oil in a Dutch oven on medium-high heat. Brown beef 3 minutes per side . Add wine and cook 2 minutes. Cover and cook 30 minutes on low heat. Add cabbage, potatoes, turnips, carrots and green peppercorns. Continue cooking for 1 hour. Season to taste.

Preparation
