Bring a big pot of water to a boil. Cook vegetables 1-2 minutes until tender-crisp. Drain and keep warm in a serving platter. Heat peanut oil and cook garlic 1-2 minutes. Add remaining ingredients and bring to a boil. Pour over vegetables, mix together and serve.
