In a pot, boil potatoes until soft. Using a ricer, mash potatoes, adding milk or cream as needed until smooth and creamy. Season and set aside. Preheat oven to 350°F/180°C. In a skillet, brown onions in oil and add ground beef. Cook meat on medium-high, breaking it up, until meat shows no pink. Add oregano and chili powder. Line a 2-quart (2-litre) casserole with meat, top with corn then mashed potatoes. Bake approximately 20 minutes.
