In a pot, cook onion and garlic in butter and oil until glassy. Stir in flour and tomato paste. Add broth, stirring constantly to prevent lumps. Bring to a boil and add diced tomatoes. Cover and cook about 10 minutes over low heat. Season with sugar, salt and pepper. Pour into bowls and garnish with a swirl of cream and basil leaves.
