In a saucepan, simmer the vegetables for 30 minute in the water and soya sauce. Meanwhile, prepare the balls by mixing together all the ingredients (except the bay leaves and salt) and shaping into small balls. Cook in an oiled frying pan. Add the balls and bay leaves to the vegetables, season with salt to taste and cook together for another 30 minutes.
