Combine marinade ingredients in a glass bowl. Add fillets, cover and refrigerate 20 minutes. Remove fillets from marinade and drain well. Boil water in a saucepan. Add lemon juice and salt. Place haddock fillets in a single layer in a steamer over the simmering liquid. Cooking liquid must not reach the bottom of the steamer. Cover and cook 10 to 12 minutes per inch (2.5 cm) of thickness.
