Preheat oven to 350°F (180°C). Place tortillas on a baking sheet. In a bowl, mix salsa, garlic and shallots together. Divide among 4 tortillas. Top with green pepper, mushrooms and cheese. Bake 15 min. Broil 2 min. Take tortillas out and add smoked salmon.
