Mince the fennel heart and onion. In a casserole, brown the fennel and onion for 1 minute in the olive oil. Add the garlic, peppercorns, anise and white wine. Cook over low heat for 5 minutes. Add the vegetable broth and heat to boiling. Add the tilapia fillets and lower the heat. Cover and let simmer over low heat for 5-8 minutes. Adjust the seasoning and serve.
