Mince the fennel heart and onion.In a casserole, brown the fennel and onion for 1 minute in the olive oil.Add the garlic, peppercorns, anise and white wine.Cook over low heat for 5 minutes.Add the vegetable broth and heat to boiling.Add the tilapia fillets and lower the heat. Cover and let simmer over low heat for 5-8 minutes.Adjust the seasoning and serve.

Preparation

Mince the fennel heart and onion.
