Heat the oven to 325°F / 160°C. Grease a 22 cm (9") baking dish. In a large pan, cook cranberries, sugar and water over low heat. Stir in sugar until dissolved; remove from heat and set aside. Mix butter, flour, rolled oats and brown sugar; work the flour in with your fingertips. Spread half of the dough in the bottom of the baking dish. Fill with cranberry mixture the top with remaining dough. Bake about 45 minutes until browned.
