In large saucepan of salted boiling water, cook linguini "al dente". Drain and set aside.
In same saucepan, sauté green onion in oil for 2 minutes. Stir in cooked pasta, Canadian Cream Cheese and capers; pepper to taste. Heat through over low heat, stirring frequently. Divide linguini into 4 plates. Garnish with slices of smoked salmon.
