Preheat oven to 400°F/200°C.
Cut out white cone at base of endives.
In a pot of boiling salted water, cook endives semi-covered over medium heat for 10-15 min. Drain thoroughly and set aside.
Meanwhile, in a small saucepan, melt butter. Sprinkle in flour and cook for a few seconds. Add milk, a little bit at a time, stirring constantly. Cook over low heat until sauce thickens, about 8 min. Add nutmeg, salt and pepper.
Wrap a slice of ham around each cooked endive. Put wrapped endives in a greased baking dish; pour sauce on top and sprinkle with Gruyère.
Bake about 8 min. then broil for 2 min.
