Preheat oven to 375F. Grease and line a 9x13” baking pan with parchment paper.In a large bowl cream together granulated sugar, brown sugar and butter. Beat on medium-high speed until light and fluffy, 3-4 minutes.Add eggs, one at a time, mixing well after each addition. Beat in vanilla extract.In a bowl whisk together flour, baking powder, baking soda and salt. Tip flour mixture into butter mixture and beat on low speed until just combined. Mix in chopped chocolate or chocolate chips.Scrape batter into prepared pan. Spread out into an even layer using your hands or the bottom of a measuring cup. Top with Halloween candy of your choice.Bake on the middle rack of the oven, for 20-25 minutes, until cookie bar has puffed and is golden brown.
