In a big pot, brown beef in oil over medium heat.Add onion, garlic, celery, carrots and green pepper and cook a few minutes, stirring.Add tomatoes and tomato paste. Bring to a boil.Stir in remaining ingredients. Cover.Cook on low or in a 300°F/150°C oven for another 2 1/2 hours, stirring from time to time.
