In a pot, heat butter and oil and cook leek, onions and red peppers 3 min.Add lime juice and zest, sugar, wine and fish sauce and cook 3 min. more.Add mussels to pot. Cover and cook on medium 4-5 min. or until mussels open. Shake pot now and then to distribute heat evenly.Add basil and chives; shake pot again.Season and serve.
