In a bowl, mix all the ingredients for the marinade; blend in the beef and allow to marinate in the refrigerator 30-45 min. Remove the beef strips from the marinade and drain. In a small pot, bring the marinade to a boil 10 min. and cook 1 min.; set aside. Meanwhile, in a non-stick frying pan, sear the beef. Blend in the peppers, half the orange zest, the orange juice, the hot pepper seasoning and the brown sugar. Continue to cook for 1 min. or until the beef is cooked.
