Heat oven to 400ºF (200ºC).Spray bottoms of 12 regular size muffin cups with non-stick cooking spray or line with paper baking cups.Combine streusel ingredients; set aside.Whisk together flours, sugar, baking powder, baking soda and salt in a large bowl; make a well in centre of mixture.In another bowl whisk together yogurt, milk, oil, and egg.Pour yogurt mixture all at once into flour mixture; stir just until moist.Batter will be thick.Fold in berries.Divide batter evenly among muffin cups and sprinkle streusel mixture evenly over top of each.Bake 15 to 18 minutes until top springs back when touched and toothpick inserted in centre comes out clean.
