Preheat the oven to 350°F / 180°C.
In a pan, brown onion and garlic a few minutes in a butter/oil blend. Add ground beef and cook 5 to 6 minutes.
Add peppers and cook 3 to 4 minutes more.
Stir in tomatoes and seasoning. Mix well and simmer over low heat 15 minutes.
Stuff cannelloni with the mixture and put in a Pyrex casserole dish.
Blend tomato sauce with water and pour over the cannelloni.
Cover and bake at 350°F / 180°C 30 to 35 minutes.
Serve with snow-pea salad.
